Simon Chignard

Simon Chignard is a Research Affiliate (2024-2025) at DPA. He holds a MSc from the Institut Mines-Telecom (France). With over 12 years of experience as a Senior Policy Advisor, author, speaker and consultant, he is passionate about the intersection of law, technology and society. As a Senior Policy Advisor to the French Prime minister task force on Open Data and AI (2014-2021), he contributed to designing and implementing a national data and AI policy recognized as one of the most advanced in Europe by the European Commission, the World Bank and OECD. As a freelance consultant and researcher, he works with international organizations such as the UN-Habitat, the Open Data Institute, the Cities Coalition for Digital Rights and Eurocities. He is a senior lecturer at SciencesPo in Paris, teaching a course on data and algorithms for public policy since 2019. As a Research Affiliate (2024-2025), he contributes to the work of DPA on Tech and Democracy, with a strong focus on disinformation and its impacts on societies and individuals.
