In response to the United States government’s 90-day pause on foreign assistance announced in January 2025, which has disrupted key development initiatives and strained Liberia’s capacity to deliver essential public services, UNDP commissioned Data-Pop Alliance to conduct a rapid assessment of the Financing Landscape and the Impact and Implications of the USAID Funding Freeze in Liberia, to provide an integrated analysis of Liberia’s financing structure, examine the direct and indirect effects of the funding suspension, and offer evidence-based policy recommendations for the short, medium, and long term. In parallel, UNDP’s Regional Service Centre for Africa is supporting the development of a Localized Multidimensional Poverty Index (LMPI) report for Liberia, a regional initiative designed to generate granular, context-specific evidence on poverty and inequality. Together, these efforts aim to inform more inclusive and data-driven policymaking, strengthen national resilience, and ensure that resources and interventions are effectively targeted to the communities most affected by the funding pause.
