Executive Director, Partnership For African Social and Governance Research (PASGR)
Joseph Hoffman is the Executive Director of PASGR. PASGR was established expressly for the purpose of strengthening social and political science research capacity in Africa. It does this through supporting African research focused on the intersection of governance and social policy, and responding to major issues relevant to the region, such as the emerging Post 2015 global development agenda. PASGR works with research organisations and universities across the region, guiding innovation such as the launch of a new collaborative Master of Research and Public Policy programme with 12 universities in 7 countries.
Joseph’s interests in research capacity strengthening arose through long involvement in strengthening policy capacity as an executive in a number of government ministries, and consultant on policy reforms in Canada, Africa, Asia, the CIS and Caribbean, with research organisations, labour unions, civil society, private firms and regional or international organisations such as the UNDP, the Global Development Network and the African Economic Research Consortium. He has worked extensively on linking national policy goals with MDGS, and bridging research and policy. Joseph is a Board member of International Lawyers and Economists Against Poverty (ILEAP) and since December 2009 has been leading the development of PASGR and its establishment as an African organisation.
