DPA, in collaboration with the UNDP Liberia Country Office, conducted a thorough review of major sectors such as the economic sectors, human capital, governance, public sector administration, environment, and climate change. The aim was to identify constraints, opportunities, and key recommendations for actionable steps to foster positive change. The study’s objectives were to rigorously analyze literature and open-source data to understand Liberia’s progress and challenges in sustainable development, using a systems-thinking approach to grasp intersectoral relationships; pinpoint growth and development drivers; and propose innovative policy strategies to capitalize on these drivers, fortifying Liberia’s societal resilience, reducing vulnerabilities, and promoting inclusion, equity, and social cohesion.
