Director of the Technology and Democracy Program at DPA. Julie Ricard, is a researcher and technologist, with background in disinformation, public administration and gender studies. As “Technology and Democracy” Director at DPA, she leads the organization’s work about disinformation in Global Majority countries. She is the founder of the Eureka platform, which she developed during her time as a “Tech & Society” fellow at the Mozilla Foundation. Julie is also a PhD Candidate in Public Policy at Fundação Getúlio Vargas (São Paulo), where her research focuses on establishing the constitutive relationship between disinformation and its impacts and implications for policy and democracy. As an independent consultant for UNESCO, she contributes to Brazil’s National Strategy to Combat Public Policy Disinformation. She has led research on political disinformation in West Africa, disinformation affecting migrants in Latin-America and health-related disinformation — particularly anti-vaxx and relationship with vaccine hesitancy. She has extensive experience in qualitative and quantitative research, instrument design, interviews and focus groups with key stakeholders, and analysis for public policy reports and recommendations. Julie holds master’s degrees in International Relations (Sciences Po, France) and Gender Studies (Université Paris 7, France).
